본 연구는 2030부산세계박람회 기원 콘서트의 장소 변경과 공연 당일의 안전 관리에 개입한 팬들의 활동을 중심으로 팬 행동주의의 양상을 탐색한다. 이를 위해 본연구는 해당 사건에서 드러난 일부 아미(ARMY)의 활동을 부분행동으로 개념화한다. 팬덤이라는 행위자-네트워크의 일부가 하나의 부분으로 결합하며 특정한 목적을 위해 움직이는 것이 부분행동이다. 부분행동의 조건에서 핵심은 아미들이 집단적으로 경험해 온 차별과 대응의 역사와 그 안에서 형성된 아미 정체성이다. 이러한 정체성은 위기 상황에서 자신을 유지하고 보호하려는 과정에서 ‘보호의 정치’로 굴절되었다. 본 연구는 그 구체적 형태를 그룹 X의 ‘이름 짓기’와 그룹 Y의 ‘질서 만들기’로구분하여 살펴본다. 이름 짓기, 그리고 질서 만들기는 모두 신뢰를 주고받는 대상인아티스트와 팬덤을 보호하기 위한 실천으로, 이들이 ‘정치’와 연결될 수 있는 선을넘지 않는 한에서만 이루어진다. 팬들은 언론과 협상하고 정부와 지방자치단체 등공적인 주체들과 힘을 겨루며 요구하는 바를 관철시키는 정치적 행위를 하면서도, 그것을 ‘팬덤’으로서가 아니라 ‘시민’으로서 행위하는 것이라고 스스로 인식하고 있다. 그러나 정부와의 대립 안에서 감정적으로 위축된 채로도 상황을 바꿔낼 수 있었던 보호의 정치는 팬 행동주의의 한계만이 아니라, 팬덤이 시민으로서의 역량을 활성화하고 팬-시민이라는 정치적 행위자가 결정화되는 계기가 될 수 있음을 보여준다. 여기서 팬 행동주의는 팬덤 정체성에서 자연스럽게 연역되는 것이기보다, 팬덤정체성을 보호하고 유지하고자 하는 팬덤의 의도가 다양한 매개들과 연결되며 굴절된 결과물에 가깝다.
This study explores aspects of fan activism by focusing on the activities of fans who intervened in the change of venue and safety management of the concert for 2030 Busan World Expo Bid. To do so, this study conceptualizes some of the ARMY's activities in the case as ‘partial actions’. When parts of the actor-network of a fandom come together as a unit and move toward a specific goal, we can call it a partial action. Crucial conditions of partial action are the history of discrimination and response that ARMYs have collectively experienced and the ARMY identity that have been formed within them.
This identity has been refracted into a ‘politics of protection’ in the process of sustaining and protecting themselves in times of crisis. This study, thus, examines the specific forms of the politics of protection: naming in Group X and order-making of Group Y. Both naming and order-making are practices aimed at protecting artists and fandom as objects of trust, as long as they do not cross the line into 'politics'. Fans engage in political behavior by negotiating with the media and engaging with public actors such as governments and local governments to get their demands met, but they recognize that they are acting as citizens, not as fandom. However, the politics of protection, which was able to change the situation even though it was emotionally withdrawn in the confrontation with the government, shows not only the limits of fan activism, but also that fandom can be an opportunity to activate civic capacities and crystallize political actors as fan-citizens.
